Approval of Value Engineering Adjustment for Water Utility Service Project

First date of publication: August 13, 2024.

A value engineering justification has been provided by CPI regarding the bid for the excavation and construction of a water utility service. CPI’s bid included the use of alternative pipe and fittings that arguably did not conform to the original bid specifications, resulting in a bid that was $110,533.55 lower than the second-lowest bid.  Bid Summary is attached.

After careful consideration, since the proposed materials were derived and sourced from a reliable materials supplier subcontractor based on the City’s invitation to bid and specifications; the proffered materials are of the same type and quality currently used by the City;  and the City’s invitation to bid may have been ambiguous, it has been determined that the alternative materials proposed by CPI fulfill the project requirements, offer significant cost savings, and maintain the quality and integrity of the project. Consequently, the City of Ashland has decided to accept CPI’s bid with an agreed reduction of $50,000.00 in the bid price.

This notice is being published to ensure transparency and compliance with public procurement goals. An affected person may protest this decision in accordance with 279C.460 and OAR 137-049-0450. A written protest shall be delivered to the following address: City of Ashland, City Recorder, 20 East Main Street, Ashland, Oregon, 97520. The ten (10) day protest period will expire at 2:00pm on August 23, 2024.”

This public notice is being published on the City’s Internet World Wide Web site at least seven days prior to the award of a public contract resulting from this value engineering adjustment.

Southern Oregon Burners, a group of Burning Man participants based in Southern Oregon held a “decompression event” known as “Afterburnt” Saturday afternoon, Nov. 2, in Lithia Park. The event is aimed at fostering Burning Man connections and educating others about Burning Man principles.
